Check content, not just presence
An answer can be complete, partial, out of date or waiting on approval. Read the supplied material against the actual question. If the answer does not resolve the request, keep the remaining issue visible.
Check the link and the permission
Open file links through the normal authorized account and confirm that the intended delivery team can access them. A working link does not establish permission to publish an image or use a font; ask the responsible person to confirm those matters.
Handle changed answers explicitly
A newer submission should not silently erase a useful prior answer. Review what changed and apply the appropriate content. Once a reviewed input changes, it needs another check before it is treated as ready.
Make readiness a whole-project decision
Required inputs, kickoff checks, the approver, target date and blocked milestones all affect readiness. A high received count is helpful progress, but it should not hide a missing dependency that prevents the team from starting.
